Amanda Garrett

Executive Director 15+ Years in Senior Healthcare | Resident Advocate | Executive Director

Amanda Garrett, a Virginia Beach native, serves as Executive Director of Best Senior Homes and brings more than 15 years of experience in senior healthcare.

Amanda graduated from Frank W. Cox High School and held management roles across multiple industries before discovering her passion for senior care. Her leadership experience and people-first mindset allow her to create a supportive environment for residents, families, and staff.

Amanda’s faith-centered values and compassionate leadership style help families feel supported during every step of the transition process. From welcoming new residents to ensuring day-to-day care excellence, Amanda plays a hands-on role in helping residents thrive.

Her background includes leadership roles in both memory care communities and home healthcare services, giving her a comprehensive understanding of the needs of seniors and their families.

Brian Weinstein

Managing Partner Marine Corps Veteran | Senior Care Entrepreneur | Advocate for Aging in Place

Brian Weinstein is a Virginia Beach native and Managing Partner of Best Senior Homes. He is also the former owner of Visiting Angels Virginia Beach and Princess Anne and currently serves as Managing Partner of North Point Senior Homecare.

Brian graduated from Princess Anne High School and later served in the United States Marine Corps. During his service, he worked in logistics roles at Marine Corps Base Quantico, served overseas in Korea, and deployed to Iraq. After leaving active duty, he continued working overseas in private contracting operations in Afghanistan.

Following his military service, Brian pursued a career in healthcare administration and senior care. With more than 13 years of experience in the home care and home health industry, he has helped hundreds of families find safe and supportive care solutions for their loved ones and has employed thousands of caregivers and healthcare professionals throughout his career.

Brian has served on several community boards, including the Virginia Beach Health Services Advisory Board, and currently serves as a commissioner on the Virginia Beach Mayor’s Commission on Aging.
His passion for senior care is reflected in the thoughtful design, attention to detail, and family-centered philosophy behind every Best Senior Homes residence.

Marlene Kull, BSN, RN

Director of Nursing BSN, RN | Navy Veteran | 20+ Years in Senior Healthcare

Marlene Kull serves as Director of Nursing for Best Senior Homes and brings more than 20 years of healthcare and senior care experience.

A Navy veteran, Marlene combines clinical expertise with a deeply compassionate approach to resident care. She began her healthcare career as a Certified Nursing Assistant before advancing to become a Licensed Practical Nurse and later a Registered Nurse.

This experience across every level of care gives her a unique perspective when developing individualized nursing assessments and customized care plans for residents.

Marlene has extensive experience in senior care and group home settings and plays a critical role in ensuring that residents receive attentive, high-quality nursing oversight.

Jeff Seeley

Director of Finance Operations & Finance Leadership | Resident Support Advocate

Jeff Seeley serves as Director of Finance for Best Senior Homes and oversees the financial and operational systems that support residents and their families.
 
Jeff previously managed large-scale retail operations with Sam’s Club, where he developed strong expertise in operations management, financial oversight, and leadership.
 
At Best Senior Homes, Jeff ensures accurate and timely financial processes while also taking a hands-on role in supporting daily operations. He is frequently found visiting residents, helping staff solve operational challenges, or assisting wherever needed.
 
Whether addressing technology issues, supporting the team, or even fixing a faucet, Jeff’s willingness to step in wherever needed reflects the culture of teamwork and care that defines Best Senior Homes.

Rick Savino

Partner and Builder

Rick is one of a select group of only 2,000 Professional Builders nationwide who have earned the Certified Graduate Builder (CGB) designation, identifying him as one of the Building Industry’s top professionals. In 2010 he also earned the Certified Green Professional, which recognizes building professionals who incorporate green building principles into homes- without driving up the cost of construction. Rick gained experience working for a national home builder in the Northern Virginia area, where his concentration focused on estate home building. 

He brings that experience to bear when it comes to using innovative building techniques and products, as well as adhering to deadlines. The success of his firm is based on complementary skills that come together in the delivery of a home and a shared vision of the process and results. At the same time, he is passionate about the team getting to know all the customers, and working closely with them to deliver results.

Rob Wadsworth

Managing Partner Builder

Rob is a recognized leader in Land Acquisition and Community Development. Rob Wadsworth is known for his business acumen and forward thinking vision. He brings a unique blend of nearly 20 years of Land Acquisition and Development experience along with a strong background in Financial skills to the Kirbor Homes organization. He is no stranger to complex financial transactions involving multiple banks and joint venture opportunities. He is much more than just an owner of Kirbor Homes; working closely with Rick and the staff, he helps shape and mold the land acquisitions and strategic partnerships of the company.

His leadership in community development has helped grow the organization to where we are today and with additional expansion planned. A Virginia Beach, Virginia native and graduate of Virginia Tech, Rob still resides in the area where he grew up.

John Reese

Development Coordinator

John is the developer of and Owner of Track Patch corporation which specializes in creating assistance devices to help seniors and assist in finding or locating seniors with dementia. John also owns Aberdeen development LLC, which has helped develop multiple properties in the Tidewater area.
